Oleg Stepanov

A resident of Chelyabinsk, a major industrial city east of the Ural Mountains, and a lawyer. In 2025, he left Russia and suspended his legal practice status. On 31 January 2026, he was detained at Sochi International Airport. That same day, police drew up an administrative offence report accusing him of disobeying a lawful order from an officer (Article 19.3 of the Administrative Code). The lawyer was placed under administrative arrest. On 13 February 2026, Stepanov was remanded in custody on charges of participating in the activities of a terrorist organisation.
