IT specialist from Moscow, worked as an analyst and Business Intelligence (BI) developer at Samolet, EPAM and T-Bank. He left Russia in 2022 after the start of the invasion of Ukraine.

A case of justification of terrorism was brought against him. It is not known what the charge is related to. In December 2025, Kvatsbayu was included in the list of "terrorists and extremists" of Rosfinmonitoring. On 3 March 2026, he was arrested in absentia.
