In April 2022, he became one of the first individuals added to Russia’s register of “foreign agents” (previously, only media outlets had been included in the register). On July 15, 2022, he was placed on the wanted list. In February 2024, he was added to Rosfinmonitoring’s list of extremists and terrorists, with the designation used for individuals prosecuted under terrorism-related articles. On October 10, 2025, authorities opened a criminal case against Kiselev and seven others for organizing the activities of a terrorist community in connection with the activities of the "Free Russia Forum." A few days later, on October 14, the FSB announced the opening of another case against Kiselev and other members of the "Russian Anti-War Committee" under articles on the violent seizure of power and organizing the activities of a terrorist community. The charges stemmed from the adoption of the “Berlin Declaration,” which called for a change of power in Russia.
