A protocol was drawn up against the chair of Yabloko over an anti-war message written on a ballot paper.

An administrative offence report for “petty hooliganism” (Article 20.1, Part 1 of the Administrative Code) has been drawn up against Nikolay Rybakov, chair of the Yabloko party. This was reported by the party’s press service.

During the voting on 20 September, Rybakov ticked all the boxes for the candidates, wrote “Yabloko. For peace” and “Yabloko. For a ceasefire agreement” on the ballot, and showed the messages to journalists.

Under Article 20.1 of the Administrative Code, the politician faces a fine of up to 1,000 roubles (about US$11) or up to 15 days’ detention.

• From 18 to 20 September, elections took place in Russia for the 9th convocation of the State Duma as well as regional and municipal elections. The Yabloko party, which ran on an anti-war platform, was initially registered but was then removed from the ballot by a lawsuit from the pro-Kremlin “Rodina” party. Yabloko candidates were also removed in the regions: in Chelyabinsk region (a major city in the Urals), all five Yabloko contenders for the State Duma were disqualified, including due to complaints about copyright in relation to a Banksy artwork and a Sakharov quote.

• According to OVD-Info and the Elections-2026 project, during the elections 590 reports were recorded of pressure on voters, observers, and candidates, with 409 of these taking place on the voting days.
