In Moscow, a detainee at a polling station has reported being tortured with electric shocks.

Moscow resident Aleksandr Pavlov has said that after he tried to photograph a board with the candidates at polling station No. 1059, police officers beat him and used a stun gun on him more than 20 times, according to RusNews. According to Pavlov, the officers twisted his arm, unlocked his phone using his finger, and deleted some data, including personal information. As a result of the electric shocks, Pavlov involuntarily defecated, which he says caused delight among the police officers.

A protocol for petty hooliganism (Part 2, Article 20.1 of the Russian Code of Administrative Offences) was drawn up against Pavlov, accusing him of using foul language. He denies this, saying he was shouting about the use of the stun gun and asking them to consider a recent injury.

In the temporary holding facility where Pavlov was kept for two days before the court hearing, special arrangements were made for him to vote remotely. The officers recorded the proceedings on their personal phones.
