In Khakassia, a woman was fined for shouting about the war from her window. A neighbour recorded her and handed the recording to the authorities.

The Chernogorsk City Court in Khakassia fined Tatiana M., a 30-year-old local resident, 30,000 roubles (approximately US$330) under the article for “discrediting” the Russian army (Part 1, Article 20.3.3 of the Administrative Code). The reason for the prosecution was phrases the woman shouted from her apartment window and in the courtyard of her building: “Russians are killing children in Ukraine” and “have occupied Ukraine.” According to the ruling, Tatiana deliberately waited for people to appear in the courtyard.

One of her neighbours recorded her on a dictaphone and then handed a disc with 21 audio files to investigators. Another three neighbours said Tatiana regularly shouted from her window.

In court, the woman admitted guilt and said she drinks alcohol from time to time, after which it is difficult for her to control what she says and she ends up in conflict with her neighbours. Tatiana could not remember the exact phrases that were recorded, but accepted that she might have said them. She added that she does not consider herself “anti-Russian.”

The court considered her admission of guilt and remorse as mitigating circumstances. However, the fact that Tatiana had previously been brought to liability under the same chapter of the Administrative Code on three occasions was counted as an aggravating factor.
