The Supreme Court has banned the activities of the “Congress of People’s Deputies” in Russia, reports RIA Novosti.
The organisation was designated “terrorist” following a lawsuit filed by the Prosecutor General’s Office in October. The court hearing was held behind closed doors.
The “Congress” was established in 2022 in Poland, and included former deputies from Russia who opposed the war. In April 2023, the Prosecutor General’s Office labelled the organisation “undesirable.” In February 2025, the FSB initiated a criminal case on violent seizure of power and the creation of a “terrorist community.”
According to the FSB, the “Congress” allegedly aimed to seize power in Russia and change the constitutional order. The agency claims the organisation attempted to position itself as a “government-in-exile.”
Russian authorities name former deputy Ilya Ponomarev as the leader of the “Congress.” He was convicted in absentia over cases of “justifying terrorism” and “spreading fake news” about the military. Ponomarev has also been added to the list of “foreign agents.”
